WASHINGTON: The U.S. Senate on Thursday passed a bill that would provide some $40 billion in additional military, economic and humanitarian aid to Ukraine after the Russian invasion as the Biden administration predicts a protracted conflict.

The war has reduced cities to rubble, forced millions from their homes and, according to the United Nations human rights body, killed an estimated 3,500 civilians. Russia has little to show beyond a sliver of territory in southern Ukraine and marginal gains in the eastern part of the country.

The United States has rushed $3.9 billion worth of weaponry to Ukraine since the Russian invasion on February 24, including howitzers, Stinger anti-aircraft systems, Javelin anti-tank missiles, munitions and drones armed.

Here are some of the main elements of the funding program:

HUMANITARIAN AID

The legislation includes more than $4 billion in international disaster assistance to meet humanitarian needs in Ukraine and other affected countries, including the provision of emergency food and shelter.

The legislation also includes $350 million in migrant and refugee assistance for the US State Department to help refugees from Ukraine and support other countries in Eastern Europe.

Multiversus also features a wide variety of cartoon fighters. Fighters include classic characters, such as Bugs Bunny and Tom and Jerry, as well as modern animated Cartoon Network stars, such as Finn and Jake from adventure time and Steven and Garnet of Steven Universe. There’s even an original character, the cuddly Reindog, who fits right in. The preview version only featured a handful of revolving stages, including the Batcave and a haunted Scooby-Doo house, so not all characters had their own home turf. It seems like there’s a new platform fighting game every few months now, but right now the best way to describe these games is still “like Super Smash Bros.” Instead of reducing health bars, you deal damage to leave enemies vulnerable to big hits knocking them off the stage. These games focus more on high-flying mobility than executing complicated combos.

In some areas, Multiversus simplifies this formula even further. You have multiple jumps, normal attacks, special attacks, and defensive dodges. However, you can’t grab and throw opponents, and you don’t have to worry about unbalanced items. In-game MMO-style class definitions also tell you a character’s general playstyle. For example, Superman is a “tank” who can take a lot of damage, while Bugs Bunny is a “mage” who uses flashy and unexpected ranged moves to keep opponents guessing.

However, in other areas, Multiversus is fascinatingly complex. Characters have unique mechanics that take some practice to properly understand and perform. Finn earns money while fighting which he can use to buy buffs in the middle of a match. Like Phoenix Wright in Marvel vs. Capcom 3, Velma Dinkley searches for clues and shouts big word balloons. And if Taz the Tasmanian Devil does enough “tasty” damage, the other player temporarily transforms into a roast chicken that can’t attack anymore.

Multiversus also innovates in its mechanical cooperative team. In a 2v2 game, many characters have movements that help their teammates, not only hurt the enemy. For example, you can jump to the scene to keep the edges aggressively, and clip Reindog can make you back off. Or use the Wonder Woman shield to protect you and your partner. This opens up all kinds of synergistic strategies that we have not really seen in this genre. My first impression is that Multiversus wants to be a more strategic platformer than on the ground, which is a noble goal; Strategy is an underrated aspect that makes fighting games so cool. However, to achieve this, it seems that the developers at Player First Games intentionally slowed down the pace of play. Of course, the characters move quickly and most attacks don’t have annoying lag. However, many special moves, from Batarangs to Rabbit Tunnels, use a cooldown system. Therefore, you need to watch a counter to see when you can use them again. I understand this prevents you from just spamming your best attacks, but with so much cooldown some matches felt sluggish, more akin to MOBAs than fighting games. Nickelodeon All-Star Brawl may feel a lot rougher around the edges, but I prefer its faster pace.


Multiverse teamwork

Multiversus is a free game, like Brawlhalla, and it’s definitely structured as such. As you play, you complete missions that unlock new battle pass bonuses, such as profile icons or new visual effects when you knock someone out. You also level up individual characters to unlock perks to equip in matches, like a third jump or better defense. You can only equip a handful of perks, so at least it’s not a pay-to-win system. You can grind in-game currency to acquire additional characters, but there will also be in-game purchases.

If Multiversus has significant single-player content, it was not available in this preview. Instead, the game lives or dies through its online multiplayer action. Fortunately, cross-play and cross-progression should keep audiences from fracturing. The game also offers dedicated servers with restore netcode.

Multiversus has many game modes, including 1v1, 2v2, and Free for All, and it lets you go against bots, casual players, or ranked players. We couldn’t create custom matches or play in local matches in the preview build, but this feature should be live at launch. As for online battles, I struggled with them when playing over the Steam Deck’s Wi-Fi connection, and even got kicked out of bot matches. However, Multiversus’ performance was flawless on a wired connection. Keep in mind that the preview version was a test, so things should, hopefully, improve.


Multiversus Benefits

Can your PC run Multiversus?

Multiversus is on PC, PlayStation, and Xbox, but surprisingly not on the Nintendo Switch. The game has a lovely stylized cartoon aesthetic, with sparkling animations and vibrant lighting, which successfully blends the disparate worlds. I especially like the illustrated menu items. That said, nothing here seems to push anything to the limit.

To run the game, you need a PC with at least an AMD FX-8350 or Intel Intel Core i5-2300 processor, an AMD Radeon HD 5850 or Nvidia GeForce GTX 550 Ti graphics processor and 4 GB of RAM. After changing some settings, I managed to get the game to work on my Steam Deck. I also played on my Xbox Series S. Like any competitive fighting game, Multiversus needs a locked frame rate to play. In this case, it was 60fps, and both devices met that standard.


Multiverse of Madness

If all you want to see is a powered-up Shaggy throwing a sandwich at Batman, then Multiversus is already a hit. The developers also have big esports ambitions, sponsoring a $100,000 tournament to coincide with EVO, so they’re confident the strategic team-based platforming battles will attract serious gamers. Walmart’s inventory at the end of its first quarter was about a third higher than a year ago at $61.2 billion. Target carried $15.1 billion in inventory as of April 30, about 43% more than a year earlier.

Although both companies had anticipated some slowdown in demand, Walmart said food price inflation meant customers were diverting more of their spending to essentials than expected. As a result, they had less left over for more discretionary, higher-margin items like clothing and home furnishings. So while Target’s same-store sales rose 3.3% better than expected in the quarter, it was caught up by a rapid shift in the types of products its customers were buying.

In other words, after sprucing up their homes over the past two years, buyers have moved away from the more expensive items like furniture, kitchen appliances and TVs, and focused on smaller touches. such as candles. The quarter was a rare misstep for one of America’s best-run retailers, which is doing many things to attract and retain consumers, such as revamping its stores, developing a strong line of private label offerings and the use of its stores to fulfill online orders. But as Target and Walmart feel the pain, consumers may soon see the benefits.

Last year, as products were scarce, retailers did not need to lower prices. In fact, they have increased them sharply, contributing to the highest inflation rates since the early 1980s. Now, however, if excess inventory levels more broadly point to the retail sector and other follow Target’s lead in cutting prices, inflation in the retail sector of the economy may begin to ease.

OLMSTED FALLS, Ohio — It’s a bird. It’s an airplane. No, it’s just the latest vehicle from the Olmsted Township Police Department – the e-bike.

It may not be faster than a speeding bullet, more powerful than a locomotive, capable of leaping tall buildings in a single bound, but it gets our bike patrol to the scene faster – and covers more ground – than a typical bike.

I hope the old Superman references put a smile on your face – or maybe a long groan – but the appearance of the e-bike in the community will “super-ize” the efforts of our Bike Patrol.

“We’ll be spending more time in the community and covering more ground since we won’t be as fatigued or fatigued from pedaling,” said Sgt. Leo Spagnola, bike patroller for seven years.

Chief Constable Mark Adam was instrumental in bringing an electric bike to the department. He has seen the benefits in the five communities in the area that have them — Avon, which has two; Lake Sheffield; Bedford Heights; Southern Euclid; and East Cleveland, with seven.

He chose the Power Bike Recon “Interceptor” over others because of its military and law enforcement use and solid reputation. Adam said he would like every shift to be covered by the bike patrol, including the 11 p.m. to 7 a.m. time slot. He said the e-bike will be on the streets during this time, particularly from June to August, as the summer months see a bit more youthful mischief during school closures.

According to Adam, the e-bike has several advantages over a regular patrol bike.

“We get there faster and cover more ground. It can easily go along stairs, hills, gravel, sidewalks, woods and grassy areas without the fatigue of the officer’s physical exertion,” he said.

Adam said the bike can be seen at community events such as the upcoming Olmsted Spirit 5K race or drop traffic cones in places when needed. Since he is part of the bike patrol, he will be easily visible throughout the community.

Adam would like to purchase a second e-bike to add to the township’s bike patrol.

Thirteen people, including 11 African Americans, were shot, including three with non-life-threatening injuries, Buffalo Police Commissioner Joseph Gramaglia said. Two victims were white, Gramaglia said.

“The shooter traveled for hours from outside this community to perpetrate this crime against the people of Buffalo on a day when people were enjoying the sunshine, enjoying family, enjoying friends,” the Mayor of Buffalo said. The suspect, Payton Gendron, an 18-year-old white man, has been charged with first-degree murder, Buffalo District Court Chief Judge Craig Hannah told CNN, adding that the district attorney’s office plans to charge the suspect and lay additional charges. Gendron pleaded not guilty to the charge.

The suspect first opened fire in the store’s parking lot, then moved inside, where he continued firing before surrendering to police, Gramaglia said.

The FBI is investigating the shooting as a hate crime and a case of racially motivated violent extremism, said Stephen Belongia, FBI special agent in charge of the Buffalo field office.

The suspect broadcast the violence live

At around 2:30 p.m. Saturday, the suspect drove to the Tops Friendly Markets supermarket on Jefferson Avenue, got out of his vehicle and shot four people in the parking lot, Gramaglia said. Three of those people died while another is expected to survive, Gramaglia said.

“He was very heavily armed,” the commissioner said. “He had tactical gear, he had a tactical helmet, he had a camera that he was live streaming what he was doing.”

The suspect used an assault weapon, Erie County District Attorney John J. Flynn said.

Live-streaming platform Twitch confirmed on Saturday that the suspect used his platform to live-stream during the attack.

The company said it was “devastated” to learn of the shooting and added that the user “has been indefinitely suspended from our service, and we are taking all appropriate action, including monitoring any account reposting this content.”

After shooting four people in the parking lot, the suspect entered the store and began shooting at customers. A security guard inside the store, who was a retired Buffalo police officer, shot the suspect. But because the suspect was wearing heavy armour, the bullets had no effect, Gramaglia said.

The suspect shot and killed the security guard and continued to push his way through the store, the commissioner said. When police arrived, the suspect put his gun to his neck, but then dropped the gun and removed some of his gear, he added.

He surrendered and was transported to Buffalo Police Headquarters.

Investigators examine a manifesto

Investigators were reviewing an alleged manifesto posted online Saturday as part of the Buffalo mass shooting investigation, two federal law enforcement officials told CNN.

The manifesto, independently obtained by CNN shortly after the attack and before authorities released the suspect’s name, was allegedly written by a person claiming to be Payton Gendron confessing to the attack.

The author of the manifesto says he bought ammunition for a while but did not take planning for the attack seriously until January.

The author of the manifesto continues on his perceptions of the decreasing size of the white population and the claims of ethnic and cultural replacement of white people.

Part of the document is written in the form of questions and answers. The author of the manifesto attributes most of his beliefs to the Internet, describes himself as a fascist, a white supremacist and an anti-Semite.

Erie County Sheriff John C. Garcia said the shooting was a “racially motivated hate crime committed by someone outside of our community.”

“It was pure evil,” the sheriff said.

The supermarket is located near the Masten Park and Kingsley areas, which are predominantly black areas.

“You now have a white…abuser in a (predominantly) black community. Why did he choose this deal?” CNN national security analyst Juliette Kayyem said.

Asked at Saturday’s press conference why authorities are calling the mass shooting a hate crime, Flynn, the district attorney, said investigators have “some evidence” that “points to a certain racial animosity”.
“I’m not going to… elaborate on what exactly they are right now, but we have evidence in custody right now that shows there is a racial component to it,” Flynn said.

What we know about the victims

Of the 13 people shot, 11 are African American and two are white, said Gramaglia, the police commissioner.

Four of those shot were store employees, he said. One, the security guard, was killed while the other three suffered “non-fatal injuries”, he said.

On Sunday, Buffalo’s mayor identified the security guard as Aaron Salter, telling CNN’s “New Day Weekend” that he was a former Buffalo police lieutenant. He was highly respected throughout the police department, Mayor Brown said, and had worked at the supermarket for several years after his retirement.

Salter, he said, “is a hero, who tried to protect people in the store, tried to save lives, and in the process lost his life.”

Another victim was identified as the mother of the former city fire marshal, per Brown. She had gone to visit her husband at a nursing home, Brown told CNN, when she stopped to buy a few items at the supermarket.

Authorities have yet to share any other information, including the ages of the victims.
